On the morning of December 11th, 2020, Bach Mai Hospital (BMH) solemnly welcomed Mr. KITAOKA Shinichi - President of Japan International Cooperation Agency (JICA) and a senior delegation of Japanese officials to visit the hospital and support the hospital with a donation package of 11 billion VND for training activities, compiling books, providing equipment for ICU and training of COVID-19 pandemic prevention and control.

Participating in welcoming the delegation were the Deputy Director of International Cooperation Department, Ministry of Health of Vietnam: MSc. Pham Thi Minh Chau and the leadership of Bach Mai hospital: Prof.Dr.

Nguyen Quang Tuan, Secretary of the Party Committee, Director of the hospital; A/Prof. Dr.Dao Xuan Co, Deputy Director of the hospital and Leadership of Personnel Division, Hospital Office, Department of General Planning, Center of Training – Healthcare Direction Activity and Research Center, Department of Infection Control.

Overall picture of the meeting at the Hospital

At the meeting, the President and the conference attendances were listening to MSc. Nguyen Thi Huong, who is in charge of the Hospital Office, gave a brief report on the history of the hospital's establishment and development and the results of cooperation between BMH and JICA over the years. JICA has supported Official Development Assistance (ODA) projects such as: “The improvement of Bach Mai Hospital" a 6-floor Treatment building, a 4-floor testing building and a technical block and many modern medical equipment with a total value of 60 million USD from 1998 - 2000; The project "Strengthening the capacity of Bach Mai Hospital" with the aim of improving the quality of medical services from 2000 to 2005, through which hundreds of hospital staffs have been trained in Japan and after returning Vietnam, many of them have become the excellent managers with high professional qualifications. At the same time, hundreds of Japanese experts were sent to the hospital for technology transfer and training. Based on the cooperation achievement with BMH, JICA continues to support the project: “Enhancing Bach Mai hospital’s competence of training to provincial hospitals” with the aim of strengthening capacity of health professionals at provincial hospitals from 2006 to 2009. The further project was funded is: “Enhancing human resource quality in the health care system” from 2010 to 2015, in which Bach Mai Hospital is one of the three satellite hospitals of the Ministry of Health.

After listening to the report, Mr. KITAOKA Shinichi highly appreciated the achievements gained from the cooperation between Japan and Vietnam in general, and between JICA and Bach Mai Hospital in particular. The President also emphasized: “I am very happy to visit Bach Mai Hospital, a symbol of the friendship between Vietnam and Japan. I hope that this support to Vietnam will help strengthen the health care system throughout the Northern Area of Vietnam”.

Speaking at the meeting, Prof. Dr. Nguyen Quang Tuan, Director of the hospital, said with a history of nearly 110 years, Bach Mai Hospital was always resilient and firmly believed in victory. Even though during the war when the hospital was bombed four times in 1972, the hospital buildings were destroyed as well as in the battle with the SARS epidemic in 2003 and the COVID -19 pandemic, the hospital did not stop working for a day and saved many lives. With that in mind, the hospital has helped Vietnam be the first country to control the epidemic of SARS in the world. The experience in successful control of COVID-19 pandemic at the hospital in March 2020 has helped Professor. Nguyen Quang Tuan always strongly believes in the solidarity and unanimity of the hospital's leaders and staffs. When there was second outbreak of COVID - 19 in Da Nang and Quang Nam, from the experiences and lessons learnt of the hospital, the Director of Bach Mai Hospital and his expert delegation had traveled to Quang Nam and Da Nang to share experiences and directly implemented the methods to prevent and control pandemics. At the same time, 11 working groups with 58 experienced medical staffs were assigned to Quang Nam and Da Nang to provide hand on training for the health workers of those provinces. In addition, the hospital also sent 7 medical staffs to provide technical support to Hai Duong general hospital. For such great achievement, it is necessary to mention the significant contributions of JICA so far.

Prof. Nguyen Quang Tuan said that in 2020, due to the impact of COVID-19 pandemic, the international cooperation activities has been limited, but the cooperation activities between Bach Mai Hospital and Japanese partners would continue to develop through on-line channels. He also stated that the Hospital committed: “Effectively utilize the JICA grant package, promote the leading role in the health care direction, transfer technology and share experiences with the colleagues at the lower level, especially in infection control and disease prevention”. Prof. Dr. Nguyen Quang Tuan sent his deepest thanks to the Government of Japan and the People of Japan for their meaningful support and always believed that “... the flags of Vietnam and Japan have been fluttering together for 20 years, in the future, I hope that the cooperation between the two countries Vietnam and Japan, between JICA and Bach Mai Hospital will develop steadily and deeply”./.
